How I can access files app (files by Google) on laptops

It is mobile based app, this needs an emulator in order to use it on the laptop. Try using the emulator like BlueStacks and install the files app and use it in the laptop.

However, you can try to test the new beta of Nearby Share for Windows PCs. It launched at the end of March 2023.
You can install it if you PC meets the requirements!
