Bluetooth devices are shared between users

I have multiple users on the pixel tablet (mine and my son's), I paired my pixel buds to the tablet in my user, but they also pair when my son is using the tablet with his user.

Shouldn't the Bluetooth devices paired be separate by each user?

Bluetooth devices, such as ear buds are shared with a device.  They are not shared on a per-user level.
